That is why the work is staged. A rough clean once heavy trades finish removes the bulk, protective coverings and debris. The final detailed clean happens after the last trade leaves, and that is the one the handover is judged on.
Get the sequencing wrong and you pay twice. A unit cleaned to handover standard while second-fix is still going on will be re-soiled within a day, and the snagging list will reflect it.
